Steven Maurice Arrell, 60, Monticello, charged Tuesday, August 18, with gross misdemeanor domestic assault. Benjamin Donald Friedman, 38, Monticello, arrested in Ramsey County Thursday, August 20, on a Department of Corrections warrant for fifth-degree controlled substance violation.
